Moving Findings Into a Constrained Rules Engine

Five baseline checks gained stable identities, versions, bounded evidence, and explicit analysis-context attribution.

The first Phase 5 implementation batch moved five baseline checks out of the older imperative finding path and into a constrained declarative engine. Each rule now has a stable identifier and version, belongs to a versioned baseline ruleset, and produces bounded evidence with analysis-context attribution.

The engine refuses arbitrary code, private attribute access, network or filesystem behavior, and authoritative binary floating-point values. It also limits expression depth, scope size, evidence size, and execution time.

This milestone is a foundation, not a complete compliance workflow. Rule approval and release governance, human finding disposition, cases, campaigns, immutable reports, and the independent benchmark remain later Phase 5 work.
