By the accepted Phase 3 milestone, intake was no longer treated as a simple file upload. This changed the meaning of downstream analysis. A finding could depend on a source with a documented lifecycle rather than an anonymous file in a local directory. The queue remained a delivery mechanism while durable PostgreSQL records held the authoritative status of material work.
The milestone did not claim that every customs document was understood. Its narrower achievement was to let records enter, fail, retry, remain on hold, or leave the system through explicit and testable states.
