A Versioned Customs-Data Core

Canonical pedimento records, declaration history, and provenance gave later rules a specific interpretation to evaluate.

The accepted Phase 4 milestone established a versioned contract for supported pedimento XML and a canonical model for pedimentos and line items. It distinguished missing, blank, invalid, zero, and present values, preserved decimal and date semantics, and kept parser output separate from customs-domain validation.

The same phase added declaration families and versions, rectification relationships, effective-view logic, controlled reprocessing, evidence-derived official status, and field or relationship provenance.

The boundary remains important. The accepted corpus contains thirteen synthetic cases, historical parser code is not fully replayable, production reference-data custody remains unresolved, and no live government verification is claimed.
